Spoonbill is committed to making our Service usable by everyone, including people with disabilities. This matters especially to us because our customers are public agencies with their own obligations to serve every resident.
Conformance
We design and build Spoonbill to meet the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, and Section 508 of the U.S. Rehabilitation Act. These standards cover things like keyboard navigation, screen-reader support, sufficient color contrast, and clear, consistent structure.
We describe our status as “substantially conforming”: the Service is built to these standards and we test against them, but as with any evolving product, some areas may not yet fully conform. We treat accessibility as ongoing work, not a one-time checkbox.
Measures we take
- Building with semantic, standards-based markup and keyboard-operable controls.
- Designing for readable color contrast and clear visual hierarchy.
- Respecting system settings such as “reduce motion.”
- Reviewing accessibility as part of how we build and update the Service.
Testing
Every public page of spoonbill.dev scores 100 in Google Lighthouse’s automated accessibility audit, on phone and desktop (October 16, 2026). An automated audit checks part of WCAG 2.1 AA, not all of it. Read the report (PDF).
Documentation for procurement
Our Accessibility Conformance Report (VPAT 2.5, WCAG edition, October 2026) covers the public site and the signed-in product: of the 50 WCAG 2.1 Level A and AA criteria, 39 are supported, 4 partially supported and 7 not applicable. Email hello@spoonbill.dev with anything else your procurement review needs and we will answer it directly.
Known limitations
Because Spoonbill is an evolving product, some newer features may not yet be fully conformant. If you run into a barrier that isn’t listed here, please tell us - reports from real users are the fastest way we find and fix issues.
